Include world network tones TGML?

      Description

      We have compiled a complete list of network tones from the ITU-T specifications and would like to contribute with this to the project.

      In short we have taken the document:
      https://www.itu.int/dms_pub/itu-t/opb/sp/T-SP-E.180-2010-PDF-E.pdf

      And created the TGML for the network tones, which we now have as CSV:
      <country name> <iso3166-1 code> <tone name> <tgml>
      Albania (Republic of) AL Busy tone %(500,500,425)
      Albania (Republic of) AL Congestion tone %(200,200,425)
      ....

      The idea was to convert this into XML, so it could be included in the configuration. However the list is quite comprehensive (1540 entries) and not all tones are relevant or covered for all all countries.

      We need to decide on which tones should make it into the final document, our suggestion is: Dial, Busy, Ringing, Special and Waiting tone

      We would format the xml file like this:
      <X-PRE-PROCESS cmd="set" data="<ISO3166-1>-<TONE>=<TGML>"/>

      Would that work? Please comment...

      (BTW, I hope i've create the issue correctly and in the right place
