Ringback does not work correctly on stereo channels

      Description

      when setting the ringback variable with an outbound call via the bridge app, if the inbound leg is stereo the ringback tone is still rendered as mono causing the resulting ringback to be higher pitched and incorrect. If the ringback is set to a file name, in the case of channels running at 48000hz like opus, the audio was also rendered incorrectly due to an improper registration of sample count for the Signed Linear 48khz codec in switch_pcm.c
