      Description

      1. FS sends a FAX call to an Avaya IP Office server
      2. IP office sends back a T38 v0 re-INVITE
      3. FS responds with 200 OK (looks like there are t38 missing params)
      4. IP office ends the call with BYE (Incompatible destination)
