We are seeing much poorer quality video on 1.6.19 than we were on 1.6.17. Attached are screenshots of both using identical config/environment.

What codec, protocol, and bandwidth levels are being used?
Please provide precise files and steps to reproduce on any FS machine.

We're seeing the problem with vp8 over udp. I'll send the mp4 which illustrates this issue over hipchat

I'd like to also add that I have taken the mod_av source from the .17 build (mod_av.c avformat.c avcodec.c) and used those in our .19 build and there's no difference in the video quality.
