Drop an out of date (and now incorrect) comment

Using stack-protector by default got dropped from the upstream build system
in commit 5ae062a759593ef3459e009f4917e99e4b11b44e and was added to the
debian/rules instead in commit 0d7d61b00a953fd6d7447053b6ae626362156ba8.
